Jessica Phelan is the Director of Human Resources at DOCUmation, where she oversees all HR functions and provides resources, support, and guidance to employees across the state. Since joining DOCUmation in 2021, Jessica has played a key role in shaping company culture, strengthening people processes, and ensuring that strategy remains aligned with business growth.

Jessica holds a Bachelor of Business Administration in Human Resources and is SHRM certified. Her expertise includes benefits administration, compliance, employee relations, and policy development. She’s passionate about streamlining processes and improving workflows—often leveraging automation to reduce complexity and enhance the employee experience.

Jessica also enjoys the technical side of HR and stays current on industry trends and employment law. She’s committed to staying informed in a constantly evolving field, ensuring DOCUmation remains compliant, competitive, and positioned to support its people effectively.
